A Google search can be good places to start with a topic, especially if you are unfamiliar with it. In many ways, a Wikipedia page can serve one of the same functions as a traditional reference book; it gives you a brief overview of a topic, including basic definitions and context. An internet search may also lead you to essential research sources like government websites and give you an idea of other terms/phrases used to refer to a policy: ACA, Affordable Care Act, Obamacare.
